Titling in an Criminal Investigation

Organizations conducting criminal investigations (e.g. Army CID, Navy NCIS, Air Force OSI, or Marine Corps CID) place the names and identifying information of subjects (i.e., those under investigation) in the title blocks of a report of investigation (ROI).

All subjects of criminal investigations conducted by Department of Defense (DoD) organizations shall be listed in the Defense Clearance and Investigations Index (DCII). Titling and indexing in the DCII are done once it is determined that "credible information" exists that a subject committed a criminal offense.

"Credible information" includes evidence obtained during the pendency of an investigation that considers the source and totality of circumstances to be sufficiently believable to presume that the fact or facts in question are true. 

Titling is used during the investigatory process. Although titling and indexing are technically administrative, the titling of any individual has far-reaching impacts on a person's career and professional opportunities, particularly in the fields of national security, including adverse implications upon an individual's security clearance, command, or positions of responsibility.

Further, titling can affect not only military but also civilian careers.  The information contained in the DCII may be used for various purposes, such as civilian employment and military assignment decisions, battalion and brigade commander assignments, military promotion decisions, and security determinations. More than 27 agencies have access to the DCII, and it receives approximately 35,000 requests for information per day. This information remains retrievable from DCII for 40 years.
